Three cultural buildings: museum, city planning exhibition building, and art museum are located in the heart of the site and interact with each other. The design is inspired by the canyon space of Three Gorges in China.

The three buildings lean toward each other and the space in-between represents the narrow canyon space. After passing this area, the space opens up and the administration building sits at the end of the axis.
